Request approval to amend the FY 24-25 Information Technology budget $181,895 for new software subscription that meet the criteria of a recently implemented governmental accounting standard requiring certain software subscriptions to be capitalized as a Right to Use intangible asset and the corresponding liability to be reported

B. Bob Cleveland, PTRC Area Agency on Aging
Consideration of approval of the appointment of Becky Shomali to the Planning Committee for Older Adults. The term will be May 5, 2025 – May 4, 2028.
C. Mandy McGhee, Finance Director
Request approval to increase Public Health Dental Clinic Budget $100,000 to continue mobile dental clinic operations. A three-year grant from Blue Cross Blue Shield (formerly known as Duke Endowment) has been awarded for a total $300,000; $100,000 per year during FY 25/26, FY 26/27 and FY 27/28.
D. Rodney Stewart, RCEMS Operations Supervisor
Request approval of the accounting reports of billing and collections activity for March 2025 and the approval of uncollected accounts that are to be written off. Lists of accounts are maintained and available for inspection in the EMS office.

Request approval for Regular Meeting Minutes for April 7, 2025.
F. Trey Wright, Health Director
Request approval of the updated Public Health Fee, Eligibility Requirements and Billing Policy that will go into effect on 5/12/2025.
G. Todd Hurst, Tax Administration
Request approval of all refunds for April 9, 2025 thru April 22, 2025.
H. Ben Curtis, Register of Deeds
Request approval of Resolution authorizing the Rockingham County Register of Deeds to temporarily transfer records to an off-site or out-of-County location for reproduction, repair or preservation.

Request approval of amendment to the Controlled Fixed Asset Policy.

A. Lance Metzler, County Manager
1. Request approval to appropriate $26,434 of fund balance restricted for the Sheriff Department to purchase 60 tactical threat plates for Patrol, Civil and School Resource Officer Divisions to increase protection. The special threat plates will be worn in addition to other issued body armor.
2. Request approval to appropriate $14,726 of fund balance restricted for the Sheriff’s Department to purchase 50 holsters and lights for weapons for Patrol and Civil Deputies.
